Cheryl L. Brown, Ph.D.

Dr. Brown teaches courses on Chinese domestic and foreign policy; East Asian foreign policy; cyber security policy; privacy, ethics, and governance of big data; and law and policy of the Internet of Things. She received her  Ph.D. and M.A. degrees in political science from the University of Michigan. Her Ph.D. concentration in Chinese studies included field research in Hong Kong, Taiwan, and China and internships with the American Institute in Taiwan and the United Nations. She conducted post-doctoral research at the East-West Center in Honolulu, Hawaii. Dr.  Brown’s current research addresses China’s international role in science and technology policy development. She has published work on China’s second-generation ID card and biometrics in the health care policy.

She has lectured extensively on cyber security and how artificial intelligence and big data play a role with cyber security.  Her presentation will also explore the need for coherent Government policies by the major players to promote the availability of Artificial Intelligence worldwide and ensure the restriction of action by “bad players” while at the same time maintaining adherence to free speech. Dr. Brown will also discuss the the role Big Data plays in the use of Artificial Intelligence.  It is a difficult balance act of balancing policies which promote global use of AI while protecting our national security.
